There are a few strategies.
You can promote your tweets and profile via Twitter ads. There, you're able to create campaigns based on what you want: followers, video views, awareness, engagement, etc. There is, of course a cost to this, though and you would need to determine you budget.

If you don't want to spend money, you'll have to work a lot harder, but there are ways to increase your Twitter following organically. You have to be careful to attract the right kind of followers, though. You want them to engage with your brand.
Here are just a few ideas.
- Use industry specific hashtags
- Use trending hashtags that correlate with your brand
- Follow other like-minded accounts, several will follow back (not all)
- Share content related to your brand/industry. This includes both your own content and content from other sources.
- Use visual media-photos, infographics, videos, etc.
- Retweet and "like" tweets related to your brand/industry
- Try to build relationships with other users/influencers
- Stay active

Follow people who you believe to be your target audience.
Tweet interesting information and business updates related to your brand.
Don’t spam your followers with auto-tweets, or post the same tweet over and over again.
Follow Online Marketers or Thought Leaders in your niche.
Show your face
Optimize your Twitter bio
Use a custom About page
Share valuable content
Reply to others publicly
Don’t use an Auto-responder
Make your Twitter presence visible
Keep your posts short enough to retweet
Answer to other bloggers
follow people and some of them will follow you back
Think about who the celebs or big accounts are in your niche. For example if you do ghostwriting like me Tim Ferriss and a couple other accounts are the big boys. What you want to do is watch what the popular accounts retweet and share and start creating content that goes along with that. So if Ferriss is sharing a bunch of interviews with high performers I'll send him a tweet with a similar article I've done.
You can also see who they follow or interact with a lot on twitter and start trying to get engagement with those accounts in order to filter up onto the big accounts radar. If you watch any twitter account for a few months you'll see where they tend to get their news and content from on there.
