concerns re: disclosure, of spec

For awhile now I have had a web app that I want to have developed, by a
3rd party resource (don`t have time to, myself). I am looking for
advice on the following.
How can I insure, when I start farming
out my spec to potential developers to `bid` on the building of it for
me, that they don`t just take my idea and do it themselves? It would
seem this is a common concern, when entrepreneurs come up with an idea
and then want to pay someone to build it out for them. What is the best
process to follow? How does one protect themselves, somewhat?

In other words, is a NDA all that is really needed?

go with your gut in terms of trust.  NDA is pretty much worthless in most cases.
 
A similar question is, "How can I find a woman that won`t rob me blind?"  Truth is, the best you can do is get to know people and tell them what you expect and see if they seem trustworthy.
