You can post a Customer Service job ad on odesk or freelancer or onlinejobs.ph (for home based/freelancer employees in the Philippines) and interview them yourself. You will find jewels here and the rates are cheap.

Instead of going to call centers why cant you try virtual assistants? Because they are on the trend now and they are really doing a great job when compared to any other call center agency.
