Payment Processing Platform for Deferred Payment

Hello everyone,
I'm looking for a solution to capture credit card information, process payment, and digitally sign T&C.
I was hoping to leverage a technology like Wave or Stripe that does the credit info capture and payment processing. The catch is that I would like for this solution to hold on to the credit card information until it is time to charge (triggered by a specific event laid out in the T&C). Additionally, I would like for the same solution to function as a DocuSign wherein the customer would digitally sign the T&C.
Because I am just starting out, I am trying to steer clear of holding on to credit card information on my own to avoid any sort of data privacy encounters.
Any direction, advice, or resources here would be very helpful.
