Another IT business?

Hi,
I finally grow into my own company. I am a experienced manager with technical background. I do have access to great technical people that will join me in a new initiative whenever I will call them. Yet I do not know what will be the most optimized way of making a use of it. We are great at web development threw all the stages. We deliver to corporate clients. We know what we do.
But a new business - that is another thing. We do not have any referrals (just these that we had in previous job). We do not have a sales person and in out environment the IT market is relatively small (eastern Europe). We do not have any potential partners nor good product idea. Maybe someone can suggest some steps to make? I will highly appropriate.
