Hi

Me and my co-worker is currently starting up a website development business.

We really having a difficult time expanding our client pool. Our clients our mostly jobs that we bid on online freelance sites, and we'd like to get more stable clients so we can earn enough to grown our business.

Would getting an offshore marketing partner a good idea, basically they just outsource the project to us?
How and where would we look for marketing partners?
Any other ideas that might help us grow our business?

You can try to find a person, who will be interested in working with you.
If you are starting website development business - you need person who is good in Google Adwords, Yandex Direct ( drive more traffic to your website), SMM ( Linkedin especially for your business niche) , Email Marketing, Affiliates Marketing, Content Marketing (blog) -
it's the most important things, which you need to include in your marketing plan.

Getting work off of freelancer sites will be tough. Everyone drives the prices down to basically nothing. The only way to really have a shot on those sites is to take some of that work that pays pennies just to get some feedback. From there, you may be able to get something that pays decent.

I would stay away from freelance websites. They bid on jobs way too cheap there and you would never get ahead. If you want to keep the money flowing and not a one-shot thing then I would suggest offering a service to go with the web design like web hosting or web maintenance. Partner with people that do web marketing then you can refer customers back and forth.
