  you should use both... as seo is a long term process and take time to get results, you can take benefits of PPC and get results... Once your seo results are starting showing then you can make slow your ppc process...

  In initial phases if your website is fresh and you have good budget then ofcourse you should go with SEO & PPC.. Once your seo activities started ranking your site on SERP then you can down your PPC activities...

  Combine both is the best. a good PPC can earn you some money that you can put back into SEO. in the beginning , try to do 50/50, with time 30/70 and more for SEO.
  It's very hard to make it without PPC for Small business at the start.

  For long life, You should go with both. If you neglect any one then you get effects in time, money and promotions. SEO is a long-term process it will not effective immediately, for immediate presence you can select PPC but it will not give any improvements in site organic traffic, it leads the presence only the time you spend money for PPC.  So I suggest using both to get immediate and long term value.
