I don't believe that SEO is a big scam at all, I think that nothing can be farther from truth. However I do agree with the statements above about SEO requiring time and patience.
SEO has changed a lot, especially last few years Google Panda, Penguin and Recent Google Fred update have changed with SEO practice.
The long time ago it was the case that SEO need time and patience, but not anymore. When you add a sitemap to your webmaster console google can index all your page in less than hour or minutes.
If your content serves user search query google will show your website in the first page.
No SEO is not a scam; unless you hire the wrong person. SEO is one of the best marketing practice to drive targeted audience to your business.

In general if you hear someone claiming they can rank you 1st page in no time, just walk away because they will be using black hat techniques that will ultimately destroy your site. SEO is all about Research, plan a strategy and applying. Monitoring all data and tweaking bits and pieces where needed. If a SEO service provider is ranking on 1st page does not necessarily mean they are legit, so lets take that myth out of the way. I always tell my clients that SEO is a slow process, you know the saying "Rome wasn't built in a day" well there you go. Good professional SEO consultation, careful SEO strategy planning is the recipe for successful search engine visibility results .

With my experience of 5 years in SEO field, it's not a Scam, But I do know some companies who do black hat SEO for their clients later they got penalize, So you have to careful will to select a company
While, SEO is not a scam, there is a lot more to it than most people think, especially when building a website from the ground up. It doesn't always yield the results you are looking for, and you have to put a ton of time into it, but if you're going through the necessary steps, and link-building with other websites as well, it should eventually pay-off.
As @Carlbrewster noted, black hat SEO will get you penalized and if you see an agency you're working with use those tactics (keyword stuffing, cloaking, duplicating content, spamming, etc.), drop them immediately.

Its an old day talk! Now its not easy to fool people with SEO. But you should analysis the firm whom you are asking for seo services. You should analysis there reviews and portfolios so that you can get an idea either you have to go with them or not.
