Finding funding while still new...

The banks will only lend if I have property. My family tells me to get a full time job to support the business. My husband says to work the contract that I have. I have a contract with the state of Texas for two years (This is federal funding to provide tutoring services to low income students). I have to go to the schools and sign up students to use our tutoring services. I do all the recruiting myself because I cannot find funding to hire anyone. I tried prosper but my loan was not funded. Does anyone have any advice? Who is willing to lend without charging an arm and a leg? Interest rates of 18-35% is not good.
