Contacting business owners?

Hello everyone,
We are a very small start up and we've created a system that allows business owners to submit their business information in one form and that information gets sent to 411/Directory Assistance, Classifieds, Internet Yellow Pages/Local Search, Navigation/GPS and more. We are NOT talking about SEO, SMO or PPC. What we are wondering is, what do you feel the best way to contact business owners about our service without coming off as spammy or salesy. Cold calling just doesn't work for us.
As business owners yourselves, what method of communication do you prefer? How can we position ourselves to get in front of you without being a nuisance or over-intrusive?
Take a look at our site and let us know what you think. www.localbait.com
Thank you in advance for any input you can provide.
