Could a new proposed Florida tax change be a sales opportunity?

I had an interesting thought (yes, this happens to old people too) last night concerning the new proposed state constitutional amendment which would go on the November 2008 ballot.  If it gets Florida Senate approval it could make Florida the only state in the nation without either a personal income tax or property taxes on primary homes or homesteads.  This would mean the the government would be increaing sales tax to make up the property tax short fall.  In fact, I could see our sales tax being the largest in the US over time.
