Do small businesses purchase e-books online? If so, can you
provide a price range? I am thinking about producing a 20 to 30 page
marketing/pr e-book for about $6-$10.

    I think it`s tough to get people to pay for en e-book when the market is booming with free ones, but if you really move peoples minds with something new, a good way to sell it would be like MrMusicHead suggested.
    Anyway good luck with your project, I hope you can make it happen
