Forming a LLC

Hello,
I`m currently planning to launch a web hosting business - transactions will be done online 100%. I`ve also been considering forming a LLC, but I have a few questions. Which state would be the best to form it in? If I formed in another state (I`m based in Massachusetts by the way, which is around $500 to start a LLC) - what would be the downside, if any? What would be the cheapest way to form said LLC? How much (approximately) would I be paying in taxes if I formed in MA? I`m considering forming in NH because NH doesn`t have any income taxes.
Not really looking to create a giant company here, just a small business which is why I sort of want to keep the fees to a minimum.
