You can buy a professional Web Template for under 100$ but you`ll need Photoshop and/or an HTML editor to pull it off.

    You certainly can produce a website for $100 with the various site builders that are available like officelive. Will it be "professional"? Depends what you consider professional looking. 
     
    Professional looking design may be accomplished. But it may look like many other websites that are produced by site builder programs and lack some originality.
     
    Is that $100 including or not including website hosting?
     
    Beside the "look" there are a lot of other parts of a website, the coding, SEO, user friendliness, and content presentation. Those other parts may  not be automatically produced by a site builder program.

    You get what you pay for.
    I`ll second that.
    You basically have two choices.  Spend $100 and get a cruddy website that may be barely functional or do it yourself.
