There is no one best way, although depending on the nature of your business, it certainly wouldn`t hurt to have an ad in the yellow pages.
Since you didn`t tell us what your business is, I really can`t  answer your question in more detail.

First contact computer stores in your area and let them know about your service.
You could also do a localized pay-per-click ad campaign with Google and/or Yahoo.
A small weekly display ad in your local newspaper is also a good idea.
In addition, consider joining your local Chamber of Commerce for networking purposes.
It may be too late for you to get in this year, but you should definitely consider a small ad in the yellow pages.
Finally, have some colorful flyers made up and distribute them in office buildings, apartment complexes, laundromats, etc.
Just make sure to obtain permission first, before distributing your flyers.

With all the new cell phone technology coming out I would suggest looking at the search engine map listings too, i.e.Google Maps.  They are free and they are the future yellow pages.

If you really want to get your business going there are two things you must do. First, you have to start cold calling the types of businesses that you are targeting. Figure out who you need to talk to in each organization and contact them for a 10 minute face to face meeting.
The second thing you have to do is start walking into businesses and asking for appointments. The great thing is neither of these approaches are cost prohibitive.
Don`t make the mistake of paying for advertising and hoping somebody will notice that you are in business, waiting for their call. Get active!
