How would you spend it?

For my cafe? One dollar off the next 10,000 orders while money lasts. I'd use my own money to post a little sign on the door letting everyone know.

I would spend $5K on PR (because there is nothing like media recognition to ad legitimacy to your business or service) and spend the other $5K on target celebrity radio endorsements.
Because radio is competing with the giant that is internet ads now, it's relatively affordable to have a famous voice endorse your business and the response to the ads can be tracked just as closely as anything online: http://talkradiospecialist.com/
Then I would use my spare time to do what Amir talked about - backlinks. You have to provide consumers with a mix of stimulus, though. I don't believe JUST internet marketing is going to do the trick.

I would hire a pro to create a Facebook ads campaign.

If done right Facebook ads can convert really really well and it's not hard to set up.
