Business Savvy Only Answer please!

Im in a situation where the construction company I work for has an in-house designer. I know they want to get rid of him (cost) and would rather just pay for an outside designer on a contract basis.
I am thinking of leaving the company and starting a small design firm since Im almost guaranteed business from my current employer. I cant design yet, but have experience in the field. I thought I would just hire a recent grad to do the design for now while I train to be a designer.
Could this work out?? Have any tips or ideas?
Should I actually hire someone or should I just use them as an outsourced basis??

Good point about being confident with my own designing first. It would put the contractors and myself at ease with a little more confidence
