How do you decide what to pay?

I haven`t really researched this yet, planning to do that after I post.
So far, I`ve looked on a lot of freelance sites checking what the more experienced in the area (and are in the U.S.) have set as their "hourly rate" in their profile. I`ve looked at Payscale.com (going to check similar sites too in a sec), and have gotten some pretty good information from a few simple Google searches.
I`ve been thinking about making a list of companies that would hire the people I need, but aren`t direct competitors but I`m not sure anyone would reply to such an email.
Am I over complicating this? I want to make sure I know what to bring to the table to possible job candidates, a fair offer for both sides.
