Getting a government contract with Industry for the Blind

I have just patented (pending) a new product for firefighters
I would like to work with a guy who would like to take my product around the world to all the bases that America owns.
Does anyone have products that the government use any advice?
I also have a local distributor who has 350 other distibution shops around the country. He would like to buy the product. Should I license this to him? What should I ask for a royalty? Projected profit 12 to 18 million.

I currently work in the Military (USAF) as a Contracting Specialist. Meaning, we do all the solicitations, negotiations, awards, and administration of government contracts.
