Fake Facebook Profiles?

We recently began an ad campaign on Facebook. Since it ran, we've gotten a pretty steady flow of fans coming in. However, when I take a closer look at many of them I get suspicious. These people have become fans of thousands of companies, all over the world, with no pattern linking any of them.
So what's the incentive? Facebook makes money based on how many people click on my ad, so clearly if there are a bunch of "people" clicking on my ad, they are receiving the full budget for my campaign, but most of these fans are pretty worthless if they aren't real people. Something seems a little off here...
Does anyone have experience/ideas?
