Outsourcing design

So, fellow forum members, what's your take on outsourcing design?
Why I ask is I heard many controversial opinions on this topic and I want to read more of them.
In general, outsourcing is beneficial, I don't think anyone would doubt it. But is it the same when it comes to design? How difficult is it to explain what you want to people when it comes to such a subjective thing as design especially when you don't work together on the regular basis?
What about cultural differences? At the moment I'm choosing between subscribing to Awesomic design services which are from Europe or starting working with companies from Asian countries which also offer similar services. Is this aspect crucial? (I don't mind different time zones though if you ask me).
