How would you find/market to Startups in Europe, Japan, India?

I`m a CFO to startup dot.coms and I`ve actually had a few companies find me from overseas. I really enjoy working with global companies, and would love to market more in the European/Japan/Indian markets.... but no real ideas how. Any suggestions appreciated!
As for what I do in the U.S. & Canada, the primary methods are:
Elance - bidding on projects
Craigslist ads in all major cities (works amazingly)
Google Adwords
Facebook ads
Few banner ads on select sites
Direct email to startups I find thru blogs
I`ve tried posting on craigslist in those other countries, but they are not nearly as popular over there.
Any suggestions for over there or over here are greatly appreciated!
