My experience has been very positive hiring Ukranian developers on Upwork. I live in Canada and speak no Russian/Ukranian so everything was in English, and I was impressed by the quality of their work (much better than other countries I've worked with like India, Philippines, Vietnam).
I'm from Germany and moved to Ukraine for 1 year to work on a project hands-on with them. As in a case of hiring a person in-house, you should very much consider checking multiple options. I have seen good and bad development teams in Ukraine. But overall, I prefer the Ukrainian work mentality over other (cheap labor) countries.
