High exit rate means the page is either designed as an "ending" page or it's missing instructions on how to proceed.
Bounce rate really depends on your website, if you are a blog then you can expect high bounce rates when people simply find what they are looking for in the post and leave.
What you can do is break down the posts into multiple pages and give people a reason to browse around to read different parts.
