How to Apply for SBIR as non-resident?

I will like to start a business and apply for a SBIR grant. Since I am awaiting my green card, I (the company) is not eligible. I am wondering if anyone else has faced this and if are any options. Any advice will be appreciated.

Did you get the green card? Do you still need an alternative to non-residents for SBIR?
