I don't think the hiring manager will mind that you work for another company, as long as your hours from the startup do not interfere with your hours tutoring. So, I would bring it up, yes.
I used to work as a freelancer at three different agencies at one period of time, and I was up front about my availability. I would suggest setting specific days or hours for each job. That way, not only do you have a set schedule, but both of your bosses know when you will be working for them.
