Simple question about selling products in other states

My startup will ultimately be selling an item to consumers throughout the United States. Consumers (doctors) can order via the web or phone call, if they wish. However, here is how it gets complicated. We intend to send a box of free items to the potential buyers--unsolicited. These are medical-type devices, so they would be sent to Doc offices for free. If the Doc likes, they will be directed to order new via our website. We will NOT have a sales team/ sales reps who visit doctors; we will not be paying folks in other states nor housing inventory in other states. Only shipping from one state to the rest. Would we still need to have registered agents in other states as well as licenses in each state in which we sell?
