Quick funding for the patenting process

Does anyone ever wonder if there is a better way to go about licensing invention ideas? Like for example, having a resourceful firm which provides funding for provisional/utility/design patent search & patenting, and maybe even international patenting costs.
This might minimize the cost of patenting while allowing for the patentholder to stay afloat during the licensing/marketing process, which might take longer than expected.
I thought it might work as a venture capital firm, but for moderate/expensive patenting costs with financing options...
I figured the firm would act as a funding liaison between patent attorneys, and clients, to provide patent search services, etc...
The licensing prospectus might cover for patent attorney fees, and patenting costs, if licensing is acquired by an interested party.
