Help Locating Start-Up Funding

Hi, I'm looking for start up funding for my tax preparation business. I have reached out to SBA funding providers. No Results. My credit is not the best and I don't have any collateral. I am looking for about $25,000.00. I do have a business plan prepared. Can someone please point me in a positive direction.
